The concept of a regional microgrid (MG) is to evolve a part of the existing distribution system into an MG, together with regional renewable energy resources available close to the demand area. One of the difficulties of a regional MG is its expensive capital cost, especially paid for larger facility capacities required for rare emergency situations such as natural disasters. This paper introduces an MG model that utilizes the existing power distribution lines for daily power supply and electric vehicles (EVs) as virtual distribution lines during emergencies. By using EVs for emergencies, the investment cost would be saved. This paper proposes a coordinated control scheme for EVs, which have different capacities, and reused batteries for supply and demand balancing during an emergency and demonstrates how the proposed control scheme realizes the virtual distribution line function by EVs.

The regional microgrid (MG) has the potential to promote the renewable energy (RE), because the MG regulates power balance between supply and demand. One of the difficulties of regional MG is its expensive capital cost, especially paid for larger facility capacities required for rare emergency situations such as disasters. This paper proposes an innovative regional MG model which does not build facilities only for emergency, but utilizes them for daily power supply. The MG operates electric vehicles (EVs), and the reuse of batteries that have completed their primary use in the EVs helps reduce maintenance costs. This paper also evaluates whether RE utilization rate of the model including V2X system is higher than the conventional model.
