Abstract
This study evaluates efficiency and its determinants in Japan’s coastal fisheries using a Slack-Based Measure (SBM) Data Envelopment Analysis (DEA) and a meta-frontier DEA framework. We analyze 250 fishing entities—132 active, 46 passive, and 72 hook-and-line fisheries—across five coastal regions. The SBM results reveal pronounced regional heterogeneity: the average inefficiency in active fisheries ranges from 0.35 in the Northern Sea of Japan Coast to 0.50 in the Seto Inland Sea. The input decomposition shows that fuel costs are the largest contributors to inefficiency (0.67), followed by gross vessel tonnage (0.46), crew size (0.42), and fishing days (0.35). Meta-frontier analysis indicates that inter-regional inefficiency dominates on the Northern Pacific Coast, Southern Sea of Japan Coast, and Seto Inland Sea, whereas intra-regional inefficiency is predominant on the Southern Pacific Coast. These results highlight the need for quantitatively targeted regional- and fishery-specific policy interventions.
