米カリフォルニア大学リバーサイド校(UCR)の研究チームは、米国で1984年以降に発生した141件の都市火災を分析し、都市部の火災リスクと、その後の環境回復を調べた。研究では、火災は無作為に発生するのではなく、郊外の高所得・持ち家中心の地域で発生しやすく、所得中央値が大幅に高い地域では火災にさらされる確率が約30%高かった。一方、焼失後は高所得地域ほど地表温度や植生が早く回復する傾向も確認された。深刻な焼失地域の約78%は5年後も焼失前の温度範囲に戻らず、73%は以前の緑被量を回復していなかった。また、火災発生前の長期的な干ばつより、直前6か月程度の短期的な環境乾燥がリスクと強く関係していた。研究は、都市火災を森林火災の延長として捉えるのではなく、土地利用、人口構成、社会経済条件、回復資源を含む都市固有の現象として分析する必要性を示している。

Abstract

Wildfires intersecting developed land cover are a growing urban disturbance, yet national evidence on their frequency, ecological impacts, and social distribution remains limited. Using 141 U.S. urban-intersecting fires (1984–2025), we integrated fire perimeters, Landsat-derived NDVI and land-surface temperature, hydroclimate records, and census data. Annual fire counts did not increase, whereas burned area for larger events rose 0.22 km² yr⁻¹ (conventional p = 0.035; heteroskedasticity-robust p = 0.058), a positive trend sensitive to variance assumptions and to a few extreme fire years. Residents of fire-exposed tracts grew from 2.06 to 2.80 million despite stable per-capita exposure. Fires were preceded by short-term drying rather than long-term deficits, with wet-to-dry hydroclimate whiplash in 41–43% of events. High-severity pixels showed median NDVI declines of 41% and land-surface temperature increases of 2.35 °C, and 73% and 78% failed to recover greenness and temperature, respectively, within five years. Exposure concentrated in lower-density, owner-occupied, higher-income tracts, yet thermal recovery was faster in wealthier neighborhoods, revealing a two-stage inequality in who burns and who recovers. Because these dynamics are not unique to the United States, our framework transfers to fire-prone urban regions with comparable satellite and demographic records.
